Parliamentary Affairs Directorate

Parliamentary Affairs Directorate, a well-known communication channel to consolidate and expand work relationships, and to establish the necessary coordination of AOP Office, with the Ministry of government in Parliamentary affairs, competence of the National Assembly, independent election commissions and the investigation of electoral Complaints, independent Directorate of Local Governance, Kabul municipality and the Commission for resolving conflicts and the relationship of people with Government, work and activities.

Major activities:

  • Providing facilities between offices of the H.E the President and the national assemblies through government ministry in parliamentary affairs, presenting effective strategies between the presidential palace and national assemblies;

  • Providing legal advice on issues related to the National Assembly, arranging meetings of members of the National Assembly with H.E. the President of the Islamic Republic of Afghanistan if and when needed.

  • Proceeding suggestions, letters and complaints related to the National Assembly, electoral commissions, the office of the Minister of State in Parliamentary Affairs, independent Directorate of Local Governance, Kabul municipality and the Commission are proposed to resolving disputes and the relationship of general people with Government

  • Drafting and Arrangement of H.E the President’s decrees and commandments related to  National Assembly affairs, electoral commissions, Ministry of government in Parliamentary Affairs, independent Directorate of Local Governance, Kabul municipality, and the Commission to resolve general public’s disputes with the Government;

  • Arranging and collaborating in preparing the statements and messages of the President, on the topics related to the National Assembly.

  • Following the decisions of public meetings and commissions of the Wolesi Jirga and the house of Elders, collecting and registering information about the activities of parliamentary groups, permanent commissions and interim commissions of the National Assembly.

  • Having the information database by entering the latest developments on the honorable Members of the National Assembly, IEC, Independent Electoral Complaints Commission, Dispute Resolution Commission and the relation of people with government, independent Directorate of Local Governance, Kabul municipality, provincial councils, district councils, and municipalities.

Duties:

  1. Providing good relationships between the office of H.E the President and the AOP office, with the competence of the National Assembly through the Ministry of State in parliamentary affairs.

  2. Arrangement and presentation of the drafts, decrees, and orders of H.E  the President, related to the National Assembly, independent election commissions and the investigation of electoral Complaints, the Ministry of Administration for Parliamentary Affairs, the Independent Directorate of Local Governance, Kabul municipality and the Commission on Conflict Resolution and the relation of people with the Government.

  3. Analysis, evaluating and processing of documents (proposals, letters, and petitions) of the National Assembly, parliamentary adequate State Department, IEC, Independent Electoral Complaints Commission, Independent Directorate of Local Governance of Kabul municipality and commission of Conflict resolution and public relations.

  4. Preparing reports of public meetings and from meetings of a separate Commission competence the National Assembly and its timely presentation to the Supreme Leader of the Office of Affairs and Supreme President.

  5. Cooperation in organizing opening sessions of the National Assembly with the participation of H.E. President of the Islamic Republic of Afghanistan.

  6. Providing legal and necessary advice to the leader of the AOP office, related to the National Assembly.

  7. Arranging of meeting for members of the National Assembly leader of office of AOP

  8. Holding monthly and quarterly meetings with authorities of the National assemblies, the Ministry of government in Parliamentary Affairs, electoral commissions, independent Directorate of Local Governance, Kabul municipality and the Commission for resolving relation people with the Government to improve the effective relations of work.

  9. Processing legalities, treaties, contracts, conventions and international treaties after the approval of the National Assembly for the signature of H.E the president.

  10. Cooperation and coordination with the Ministry of government in parliamentary affairs about completing the documents and introducing the members of the Cabinet, High Council of the Supreme Court, the heads of commissions and independent departments in order to Obtain approval from the Wolesi Jirga

  11. Participation in orienting, Debriefing and interpellation meetings of government officials in Wolesi Jirga and submission of its report to the head of AOP.

  12. Arrangement of concept notes and providing necessary advice on work and activities of the National Assembly, independent Directorate of Local Governance, Kabul municipality, independent election commissions and electoral complaints, Ministry of government in parliamentary Affairs and Commission on dispute Resolution and the relation of people with the government to the head of AOP office of Islamic Republic of Afghanistan.

  13. Creation of a comprehensive informative database by entering the latest changes related to the National Assembly, electoral commissions, independent Directorate of Local Governance (local offices, provincial councils, and municipalities), Kabul Municipality and Commission on conflict Resolution and the relation of people with the government.
